I see no reason to make any change in the

Royal Instructions to provide for ermission to

the Governor for temporary absence. Such permission

is always sought and is given by despatch or telegram

by the Secretary of State; strictly speaking, I

suppose it should be given in the ring's name

for proper compliance with cl. 36 of the R.I.; but

similar provisions exist in the R.I. of other Colonies,

and I have no recollection of permission for the

Governor's absence being given in any other form

than approval by the Secretary of State. If the Kings

n.me should be used a general instruction should

be given to provide for the ordinary leave of Governors.
